Financial Engineering & Grants

The Financial Engineering & Grants department prepares investment and financing applications, at the core of financial engineering in Morocco. It covers project structuring, the financing plan, forecasts and the supporting case.

Financial engineering in Morocco: situations addressed

The department works for established companies as well as for project sponsors at the early stage. In both cases, the quality of the application shapes the decision.

Framework Law No. 03-22 on the Investment Charter sets up several support schemes. The department therefore identifies the available schemes and checks eligibility. It also reviews public support programmes and bank financing.

Exchanges with AMDIE and the regional investment centres form part of the process. The department then supports the sponsor until the reviewing bodies decide.

After signature, the investment agreement with the State creates commitments to honour over time. Their monitoring also falls within the department's scope. The department belongs to the Investment & Development pole, which carries the firm's capital engineering.

Approach and interventions

Each assignment starts with a preliminary diagnosis, which qualifies the project and its financing needs. The founder then leads every assignment directly.

Interventions include in particular:

  • financial diagnosis of the project or company;
  • structuring of the investment project;
  • financing plan and financial forecasts;
  • eligibility analysis for Charter incentives;
  • compilation of applications;
  • follow-up of the review with the bodies concerned.

The deliverables include in particular an investment application, multi-year forecasts and an eligibility memo. They also include a bank financing application and a commitments tracking table. The investment application gathers the project structure, the financing plan and the forecasts.

In financial engineering in Morocco, the overall consistency of the application comes first. Other poles step in when needed, for example to set up the project company.
