Invest in Morocco
Investment charter, incentives, MSME scheme and regional investment centres: the key points to invest in Morocco and build an admissible application.
Invest in Morocco: the investment charter framework
To invest in Morocco, project holders rely on framework law 03-22, which forms the investment charter. Dahir 1-22-76 of 9 December 2022 promulgated it, and Official Bulletin 7152 of 15 December 2022 published it.
Its article 8 organises State support into two sets. Firstly, a main scheme comprises common incentives, a territorial incentive and a sectoral incentive. Secondly, specific schemes target strategic projects, very small, small and medium-sized enterprises (MSMEs) and the international development of Moroccan companies.
The main scheme to invest in Morocco
The main scheme targets large-scale projects. According to the regional investment centres, a project qualifies when it creates more than 150 stable jobs. It also qualifies when its amount exceeds 50 million dirhams with at least 50 stable jobs.
Incentives can then reach 30% of the eligible investment amount. Moreover, access to the main scheme requires an investment agreement with the State. However, strategic projects fall under specific negotiated benefits, which article 17 of the framework law provides for.
The MSME support scheme
Decree 2-25-342 implements the specific support scheme for MSMEs. It became operational after Official Bulletin 7454 of 6 November 2025 published four decisions of the Head of Government.
The scheme targets companies with a turnover between 1 and 200 million dirhams. Eligible projects represent between 1 and 50 million dirhams of investment, with at least 10% financed from equity. In addition, they must create at least 1.5 permanent jobs per million dirhams invested, and 1 job in tourism.
Three cumulative incentives apply: a stable job creation incentive, a territorial incentive and a priority activities incentive. However, their total remains capped at 30% of the eligible investment.
The role of regional investment centres
Law 47-18 reformed the regional investment centres (CRI) and created the unified regional investment commissions. The CRIs thus support investors, from initial information to project monitoring.
For the MSME scheme, applicants file their applications exclusively online with the competent CRI. The CRI then checks eligibility, calculates the incentives and prepares the agreements. Moreover, AMDIE presents the offer of Morocco to foreign investors.
Build an application to invest in Morocco
An admissible application first relies on a structured project: market study, financing plan, financial forecasts and supporting arguments. Then, the eligibility analysis compares the project with the criteria of each scheme, particularly employment, location and sector.
Amounts and thresholds indeed change with the implementing texts. Therefore, each project calls for an up-to-date check of the conditions at the time of filing.
