Tender Intelligence & Public Procurement
The Tender Intelligence & Public Procurement department works before and during the response to complex tenders in public procurement in Morocco. It first informs the bid/no-bid decision, then builds the response.
Public procurement in Morocco: situations addressed
Decree No. 2-22-431 on public procurement has applied since September 2023. In addition, the Moroccan public procurement portal centralises tender notices.
In this context, the department first steps in at the decision stage. It analyses the tender documents, the requirements, the risks and the real chances of success.
It then steps in when technical and methodological proposals take shape. Finally, it organises a lessons-learned review after the award. This review then feeds the next decisions.
The department belongs to the Public Affairs & Policies pole. This pole supports public institutions and private organisations whose projects depend on them.
Approach and interventions
Each assignment starts with a preliminary diagnosis. The founder then leads every assignment directly.
Monitoring makes it possible to anticipate rather than respond in haste. When the decision is positive, the firm structures the response: client expectations, methodology, team organisation and technical proposal.
Interventions include in particular:
- monitoring and qualification of opportunities;
- support for the bid/no-bid decision;
- analysis of competition and expectations;
- structuring of consortia and partnerships;
- compliance check of bid files.
A monitoring memo first documents the opportunities identified. A schedule and a team organisation then complete the technical proposal.
The deliverables include a bid/no-bid decision memo, a requirements analysis grid and a technical proposal. They also include a methodology note, a compliance grid and a post-award analysis. For public procurement in Morocco, the overall consistency of the bid remains decisive.
Public procurement in Morocco: related tools and services

- Workbook – Tracking public procurement bonds and guarantees;
- Public procurement consultation – Deciding whether to bid;
- Tender response – decision and bid preparation;
- Interactive training – Public procurement: deciding and bidding.
The decision grid comes before any bid preparation. Subsequently, tracking bonds and guarantees connects with the bidder's cash-flow concerns.

A preliminary diagnosis before any proposal
Every engagement begins with a preliminary diagnosis that qualifies the situation and its urgency, before any proposal.
