Institutions and Territories subscription: advisory for local authorities and public institutions

The Institutions and Territories subscription provides advisory for local authorities and public institutions conducting multi-year programmes. Their programming, funding, monitoring and relations with investors require continuous methodological support. Each month, the subscription includes two 90-minute sessions and ten written questions, handled within three working days. A quarterly review and a quarterly horizon-scanning note complete the arrangement. The commitment covers twelve months.

Situations suited to advisory for local authorities

  • A local authority is conducting a multi-year programme and must organise its monitoring.
  • A regional agency is preparing the funding of a programme and seeks methodological support.
  • An investment support centre is structuring its relations with investors.
  • A public institution wishes to open interactive training courses to several of its staff members.
  • A university follows developments in funding and in the investment framework.

Process

  1. Opening and scoping. ASKonsult first opens the secure space. A scoping session then brings together the body’s steering team.
  2. Monthly volume. Each month, the body has two 90-minute sessions with its teams and ten written questions. Each question covers a single topic, and the answer is two pages at most.
  3. Answers to written questions. ASKonsult answers within three working days of receipt of the relevant information.
  4. Quarterly review. Each quarter, a review examines the programme and its monitoring framework.
  5. Quarterly horizon-scanning note. A horizon-scanning note also covers funding, the investment framework and territorial action.
  6. Access to tools and the portal. The body has access to all the tools and to the interactive portal. Finally, the interactive training courses are open to ten staff members.

Deliverable

The deliverable of the subscription first comprises the written answers and the session records. The quarterly review notes then record the examination of the programme and its monitoring framework. The horizon-scanning notes, for their part, cover funding, the investment framework and territorial action. Finally, an annual assessment concludes the commitment period. Written answers are provided within three working days, through the secure exchange space.

Prerequisites

Advisory for local authorities requires the designation of a steering team within the body. This team provides the programme documents and the monitoring data. In addition, the commitment follows the public procurement rules applicable to the body. The response period therefore runs from receipt of the relevant information.

Frequently asked questions

How does a public body enter into the subscription?

The commitment follows the public procurement rules applicable to the body. The order thus takes the form provided for by its regulations: purchase order, contract or agreement. The special terms then specify the tier, the twelve-month commitment period and the terms of termination. In the event of conflict, they prevail over the general terms and conditions of sale.

What does the quarterly horizon-scanning note cover?

Each quarter, the horizon-scanning note covers three topics: funding, the investment framework and territorial action. It accompanies the quarterly review of the programme and its monitoring framework. Advisory for local authorities thus combines support on day-to-day questions with a regular reading of the programmes’ environment.

What does access to the interactive portal include?

The interactive portal brings together the interactive training courses and the assistants for completing tools and frameworks. The training courses are open to ten staff members of the body, with named access. The assistants explain the sections, clarify what is expected and check completeness. However, the assistance does not issue any opinion: the firm analyses and validates the prepared work.

Are unused questions carried over?

No. The monthly volume includes two 90-minute sessions with the teams and ten written questions. This volume consists of fixed quantities: unused questions are not carried over. Each question covers a single topic, and the answer is two pages at most. In addition, the consultations and packages in the catalogue remain available as a complement.

Does the subscription cover the preparation of a programme?

No. The full preparation of a programme or a master plan falls under the Developing a territorial action programme package (K-14) and the Information systems master plan package (K-15). Likewise, the subscription excludes delegated project ownership. Representation of the body and the drafting of administrative instruments also fall outside the scope. The subscription does, however, provide continuous methodological support to the teams.

Do the documents provided remain confidential?

ASKonsult treats as confidential the programme documents and monitoring data provided by the body. These items are exchanged only through the secure exchange space and are used solely for the purposes of the subscription. This obligation also survives the end of the relationship. Reciprocally, the body undertakes the same discretion with regard to non-public tools and deliverables.

Which consultations complement the subscription?

A defined question falls under a consultation in the catalogue. The local authorities and territorial programmes consultation (C-13) thus addresses topics specific to territorial action. The investment consultation (C-10) and the information systems consultation (C-05) cover, for their part, their respective fields. Finally, a package takes over when the topic calls for structured work.

Out of scope

The advisory for local authorities offered by this subscription does not include delegated project ownership. The full preparation of a programme or a master plan falls, for its part, under the dedicated packages. In addition, the subscription excludes representation of the body and the drafting of administrative instruments. Finally, unused questions are not carried over to the following period.
