Investment charter consultation in Morocco: support schemes and agreement with the State
The investment charter in Morocco opens up support schemes subject to eligibility conditions and commitments. The investment consultation reviews the project’s eligibility and analyses the commitments of an agreement with the State. It takes the form of a written note or a 60-minute videoconference. The deliverable then presents the available schemes, the conditions, the commitments and the steps of the application. The note is delivered within 7 working days of receipt of complete information.

Process
- Gathering of project information. ASKonsult first identifies the amount, jobs, location and timetable of the project.
- Review of eligibility. The analysis then covers eligibility for support schemes and territorial incentives.
- Analysis of commitments. The expected commitments and the risks of non-compliance are then examined, in relation to the announced amount, jobs and timetable.
- Identification of contacts. The institutional contacts and the steps of the application are finally identified.
- Presentation of findings. It takes place in writing or during a 60-minute videoconference, the only synchronous step of the oral format.
Deliverable
In written format, the deliverable takes the form of a guidance note. In a videoconference, a session record sets out the points examined. In both cases, it first lists the available schemes and their conditions. It then sets out the commitments expected of the investor. Finally, it sets out, in order, the steps and timetable of the application. The note is delivered 7 working days after receipt of complete information. The videoconference, for its part, takes place in a slot at least 7 days after booking (priority slot possible within 5 working days), Tuesday to Thursday.
Prerequisites
The analysis requires a presentation of the project and its financing plan. The planned location supplements this information. The legal status of the sponsoring entity must also be included in the file. The timeframe runs from receipt of all this information.
Frequently asked questions
Written note or videoconference: which format to choose?
The note is suitable when a written reading of the schemes and commitments is to inform an investment decision. The 60-minute videoconference, on the other hand, allows a direct exchange on eligibility and the steps of the application. It gives rise to a session record. In both cases, the deliverable covers the available schemes, the conditions, the commitments and the timetable.
What timeframes apply to a consultation on the investment charter in Morocco?
Timeframes are indicative and run from receipt of a complete file. The note is delivered within the 7 working days following that receipt. For the videoconference, the slot is set at least 7 days after booking (priority slot possible within 5 working days), Tuesday to Thursday. The firm schedules these sessions in advance, in set time slots. In addition, an admissibility check precedes the start of the consultation.
Does the consultation guarantee that support will be obtained?
No. The service is an obligation of means and includes no guarantee that support will be obtained. Eligibility and commitments are reviewed, not decided upon. The client remains the sole decision-maker for the project. The client is also responsible for the accuracy and completeness of the information provided.
Which right of withdrawal applies?
For a consumer client, a seven-day right of withdrawal applies. A slot set at least seven days after booking preserves this right. However, a consultation scheduled less than seven days ahead entails immediate performance. The firm then obtains the client’s express consent, after informing the client of its consequences. In that case, the right of withdrawal can no longer be exercised.
Does the information provided remain confidential?
The firm treats the project presentation and the financing plan provided as confidential. These documents circulate solely through the secure area and serve only the purposes of the consultation. This obligation survives the end of the relationship. Reciprocally, the client undertakes the same discretion regarding non-public deliverables.
What follows the consultation?
When the project calls for structured work, the Investment agreement with the State package (K-07) takes over. The Executive (A-03) and Institutions and Territories (A-04) subscriptions, for their part, provide regular support. The Investment interactive training (IA-06) also explores the method in greater depth. Finally, consultations C-11 and C-13 deal with funding and territorial programmes.
Out of scope
The consultation devoted to the investment charter in Morocco includes neither the preparation nor the submission of the application. It also excludes any negotiation on the investor’s behalf. Drafting the agreement remains outside the service. Finally, no guarantee that support will be obtained accompanies the consultation, which is an obligation of means.
