Grid · Tender Intelligence & Public Procurement
Deciding whether to bid for a tender
Deciding whether to bid for a tender requires assessing opportunity, capacity and risk. The grid therefore comes into play before work on a bid begins. Ten criteria of compliance, opportunity and execution are thus scored from 1 to 5. However, a score below 2 on a compliance criterion is eliminatory.

Criteria for deciding whether to bid for a tender
- Identification: in particular public buyer, reference, subject matter, estimate, submission deadline.
- Electronic submission: in particular signature certificate for the public procurement portal.
- Compliance: in particular administrative documents, qualification criteria, guarantees required.
- Opportunity: in particular fit with the subject matter, strategic interest, profitability, knowledge of the buyer.
- Execution: available resources, technical and schedule risks, penalties and payment.
- Decision: score out of 50, eliminatory criterion, response mode, person responsible and backward schedule.
- Finally, notes on Decree No. 2-22-431 (Articles 25, 147 and 148) and European references.
Using the grid when deciding whether to bid for a tender
The grid serves first when a tender notice is published. It then precedes the detailed analysis of the tender documents. Its use also extends to the periodic review of ongoing tenders.
The decision thus becomes explicit and shared within the team. Companies responding to public procurement are in particular its intended users. This concerns in particular very small enterprises, SMEs, cooperatives and auto-entrepreneurs covered by reserved contracts. Finally, the grid used for deciding whether to bid for a tender is kept in the bid file, as a record of the decision.
