Package · Institutional Advisory & Territorial Engineering

Developing a territorial action programme: prioritisation, funding and monitoring

The package structures the territorial action programme of a local authority, its prioritisation and its monitoring framework. It starts from an assessment of financial and institutional capacity. The hybrid format brings together four synchronous sessions, including a half-day stakeholder workshop, and asynchronous collection. The deliverable takes the form of a programme document with a monitoring framework. The process runs over 8 to 14 weeks.

From 30,000 to 45,000 MAD excl. VAT, depending on the size of the local authority and the number of projects programmed

Situations calling for a territorial action programme

  • A municipality decides on its projects without a prior assessment of its financial capacity.
  • A province or prefecture needs to prioritise and phase a set of projects.
  • A region seeks to equip its programme with indicators and a monitoring framework.
  • A grouping of local authorities seeks to bring its stakeholders together around a common programme.
  • An implementing agency prepares project sheets for a territorial programme.

Process

  1. Purchase and onboarding. The client first acquires the intake form CV-14; public bodies proceed through public procurement. ASKonsult then opens the secure exchange space.
  2. Synchronous scoping. The first session, lasting 120 minutes by videoconference or in person, sets the programme horizon. It also specifies the regulatory framework and the stakeholders to be involved.
  3. Asynchronous collection. The local authority completes the form and provides its administrative accounts and urban planning documents. Written questions then flow in both directions.
  4. Analysis and correction. The in-house engineering team establishes the capacity diagnostic, the prioritisation, the phasing and the project sheets. A half-day stakeholder workshop, followed by a 90-minute review session, then frames this work.
  5. Synchronous delivery. The fourth session, lasting 120 minutes, takes the form of a presentation before the governing body. ASKonsult delivers the validated programme and monitoring framework there.

Deliverable

The deliverable consists of a programme document. It opens with a diagnostic of financial and institutional capacity. The projects then appear in order of priority, according to an established phasing. Project sheets also detail each selected operation. The document further includes a funding plan and an indicator dashboard. Finally, a monitoring framework completes this territorial action programme. ASKonsult delivers it at the presentation before the governing body, at the end of an 8- to 14-week process.

Prerequisites

The package requires completion of the intake form CV-14. The local authority also provides its administrative accounts for the last three financial years. The planning documents in force complete these documents. Finally, the local authority designates a contact person, who acts as the firm’s counterpart throughout the process.

Frequently asked questions

How is a local authority’s order established?

A qualification exchange precedes the subscription. It assesses, in particular, the size of the local authority and the number of projects to be programmed. The special terms then set the scope, timetable, number of sessions, expected documents and deliverable. The order then takes the form provided for by the body’s regulations: purchase order, public contract or agreement. It is based on the quote drawn up at the end of this exchange.

What role does stakeholder engagement play?

The scoping first identifies the stakeholders to be involved in the programme. The half-day stakeholder workshop then takes place during the analysis phase. It makes it possible to test the prioritisation and phasing against these stakeholders’ expectations. The 90-minute review session then incorporates the workshop’s input. Finally, the programme goes before the governing body at the final presentation.

Are the sessions held remotely or on site?

The first session is held by videoconference or in person and lasts 120 minutes. The 90-minute review session takes place by videoconference. The final presentation takes place before the governing body and lasts 120 minutes. The rest of the work proceeds asynchronously, through the form and written questions. However, travel expenses outside Marrakech fall outside the package.

Does the programme guarantee funding for the projects?

No. ASKonsult’s services are subject to an obligation of means. The funding plan is included in the programme document. However, it carries no guarantee of obtaining funding or an administrative decision. The local authority thus remains the sole decision-maker on the territorial action programme it adopts. It is also responsible for the accuracy and completeness of the information provided.

Do the documents provided remain confidential?

ASKonsult treats the information and documents provided as confidential, including administrative accounts and urban planning documents. They circulate only through the secure exchange space. Their use is also limited to the purposes of the package. This obligation survives the end of the relationship. Reciprocally, the body undertakes the same discretion regarding non-public tools and deliverables.

What follows the adoption of the programme?

The monitoring framework makes it possible to measure the programme’s progress through the indicator dashboard. In addition, the Institutions and Territories subscription (A-04) is intended for local authorities and public institutions. It offers regular support for day-to-day questions. Finally, the Stakeholder workshop package (K-20) can extend the stakeholder engagement process.

Out of scope

The package excludes technical studies and impact assessments. Nor does it include delegated project management. In addition, the structuring of implementation contracts falls outside the service. Travel expenses outside Marrakech are not included in the package either. The territorial action programme thus remains a programming and monitoring document.
